The colony hereintend to avail themselves of the im-mense water-power, and have com-menced making extensive improve-ments. They have organized them-selves into a government for self-protec-tion, and adopted a constitution. Theirconstitution recognises religious andcivil liberty, trial by jui-y, and the writof habeas corpus ; enacts that schoolsshall be established for the general edu-catidu of the people ; that the utmostgood faith shall be observed toward theIndians ; and that slavery and involun-tary servitude shall only be counte-nanced as a punishment of crime. Ahouse of representatives is establishedby the code of laws, and its majesty isdeclared the fundamental principle ofgovernment. The house appoints agovernor, who holds his office for twoyears, and supreme and other courts oflaw for the exercise of the judicialpower.
