At firstthere was considerable difficulty — two factions existing in theConvention, which seemed determined to divide and ruin itscouncils ; but through the friendly interference of GeneralMeade, who had succeeded to General Pope in command ofthe district on the 28th of December, 1867, the two partieswere reconciled, and the Convention perfected its Constitution,which was ratified by the people early in May, by about 3,000majority.
