The railway has been a nightmare resting heavilyon all Europe for eighteen years — ever since the an-nouncement in 1899 of the concession granted to theAnatolian Railway Company. No step ever taken byany European power anywhere has caused so muchtrouble, given rise to so many complications, and hasbeen such a constant menace to the peace of the world.No European statesman to whom the destinies of hiscountry have been committed has rested easily in thepresence of this specter of the twentieth century. Inthe last analysis the Bagdad Railway will be foundto be the largest single contributing factor in bring-ing on the war, because through it more than throughany other cause, the mutual distrust among Europeanpowers has been nurtured, until the entire atmosphereof international diplomacy became vitiated.
