Our late ninety flats were designed tomeet the needs of a large family where thewifes main object in life was the care of herhome and family, and housekeeping wasan art. But today the average wife wishesto spend as little time at housework as pos-sible. This requires the maximum of con-veniences so arranged to necessitate theminimum of effort in the care and operationof them. So we find an abundance of flatsto rent, and very little likelihood of theirimmediate occupancy. The only practicalthing to do with these antiquated buildingsis to change them into two and three roommodern apartments, where the situationwarrants it, or tear them down and buildnew structures planned and equipped formodern needs.

Having plaster-ed the front and made a few slight changesto the interior, these owners think theyhave done all that is necessary to attractdesirable tenants. Still these houses re-main vacant. If we analyze what the own-ers have done or rather, what they havenot done to them, we will find that theyhave failed completely to change the pro-portions, scale, or character of their prop-erty.
