The present treaty is drafted in two identical copies,both of them in the Serbian and Bulgarian languages.It is signed by the Sovereigns and the Ministers forForeign Affairs of the two States. The Military Con-vention likewise in two copies, written in Serbian andBulgarian, shall be signed by the Sovereigns, theMinisters of Foreign Affairs, and by specially authorisedmilitary persons. 7. The present treaty and the Military Conventionshall not be published, or communicated to other Statesexcept by the previous consent of the two contractingparties, jointly and simultaneously given, in the samemanner the previously given consent shall be necessaryfor the association of a third State in the Alliance. In case that internal trouble should arise in Turkeyof such a character as to endanger the national and Stateinterests of the contracting parties, or of one of them,and also in case that internal or external difficulties,which Turkey may encounter, make it necessary to main-tain the Status quo in the Balkan Peninsula, whicheverof the contracting parties shall first come to the con-clusion that military operations ought to be commenced,shall address a proposal to the other party giving herreasons, whereupon an exchange of views shall imme-diately take place, and if the other party shall not agreewith the views of her Ally, she shall give her reasons fornon-agreement.
