On March 29, he issuedGeneral Order No. 8, covering the embarkation of troopsfor a movement against New Orleans. The troopsselected included the Ninth Connecticut, and numberedabout 6,000 men—comprising the brigades of Gen.Phelps and Gen. Williams. All preparations were madeand many of the troops were embarked, when orderswere received countermanding the embarkation, and or-dering the troops already on board ship to return to theisland.
