This was the logo of Yugoslav Radio Television (JRT), so it is unlikely to be the uploader's own work. This logo is probably too complex to come under the threshold of originality. This logo was not public domain in Yugoslavia because it would have to be published more than 50 years before 1991, i.e. before 1941 (COM:YUGOSLAVIA) - JRT opened in 1956. COM:YUGOSLAVIA says we should then follow the law of the successor state, which should probably be Serbia because JRT was headquartered in Belgrade. The relevant phrase in COM:SERBIA appears to be Copyright on collective works lasts for 70 years from the date of the legal publication of the work. JRT closed in 1992, so this will only be reliably public domain in 2063, unless we can establish an earlier publication.
