gn would end the war. The Federal force?had been increased to the enormous total oione million of men. The Confederates couldbring into the field scarcely two hundredthousand men, and for these it was difficultto find subsistence. The vicious iinancialsystem adopted by the Confederate Govern-ment had run its appointed course, and thenotes of the Confederate Treasury were worthscarcely three or four cents on the dollar. The year 1865 opened with an effort tosecure the return of peace without furtherbloodshed. In January Mr. F. P. Blair, Sr.,came from Washington to Richmond, and onhis own responsibility proposed to the Con-federate Government the appointment ofcommissioners to negotiate with the FederalGovernment for the close of the war. Thefollowing commissioners were appointed bythe Confederate Government: Alexander H.Stephens, Vice-President of the ConfederateStates; R. M. T. Hunter, Senator from Vir-ginia in the Confederate Congress, and JohnA. Campbell, Assistant Secretary of War.
