y of War naturally desired to inspect,and it was deemed, moreover, convenient that theSecretary of War and his party should, in returningfrom Panama, take advantage of the occasion topay a friendly visit to the republic of Cuba, thebest interests of which the United States has sodeeply at heart, and to exchange courtesies withthe Cuban Government. The Government of theUnited States has thought it not worth while todeny the false stories of possible intervention whichhave been circulated in certain sections of the press,the fact being that no such question has been thesubject of consideration by that Government, whosesole concern in relation to Cuban affairs in recentyears has been that in the rapid development of thesplendid resources of Cuba, which will be viewedin the United States with so much pleasure, theprocess of exploitation should be ever safeguardedby that wise and deliberate economic policy soessential to financial and political stability. 142 THE AMERICAN REVIEW OF REVIEWS

The cofferdam itself,about which there was criticism and uncer-tainty at first, i)rovcd entirely satisfactory. resisting successfully the enormous pressurefrom the outside. Very little water remainedaround the wreck, which was embedded inmud to a depth of many feet. This will stillre(;uire months of excavation. When thehulk has been fully uncovered, it will becarefully inspected and then probably takenout to sea and sunk. The remains of someof the crew and many interesting relics havebeen recovered. Whet
