xhibitorsboxes still gridironed the grounds, and werecrowded with freight cars of all shapes and sizesfrom all the countries of Continental Europe.The principal buildings were so nearl)^ completedas to afford the visitor the full benefit of thelar-ger architectural effects, while enough re-mained to be done here and there to keep anarmy of workmen employed and to render itparticularly easy and agreeable for the visitor toobserve all the processes of construction and dec-oration. It was a pleasure to note the progressmade from one day to the next in the mavvel-ously beautiful landscape gardening ; in the com-pletion of pavements, roadways and passages ;in the placingof exteriorsculpture ; i nthe erection ofexhibitors pa-vilions within,and in the ar-ranging of theexliibits them-selves. in all thiswork, the thingthat might nat-urally make thedeepest impres-sion upon themind of thethoughtfulAmerican ob-server was theclose alliancebetween the ar-tist and the workmen on unfinished building.

craftsman. This Exposition of 1900 is not somucli characterized by vastness and quantity asby beauty, quality, and careful selection. To havearrived on the scene when nine-tenths of theheavier woik was done, and to have been allowed—for twelve cents a day—to stand at the elbowof artists, architects, liiglily skilled mural decora-tors, mosaic-workers, carpenters, joiners, plas-terers, painters, and good workmen of all crafts,—most of them French, but with a fair sprinklingfrom all countries,—ought to be regarded as arare privilege rather than a thing to find faultabout. And so it occurs to me to recommend toexposition managers henceforth (Buffalo andSt. Louis, please take notice) not to apologize forthe inevitable incompleteness of tilings on theday set for opening, but rather to assume creditfor allowing a vast deal of extremely attractivework to be seen in the final stages and processesof creation.
