Saraçoğlu Settlement, Ankara Saraçoğlu Settlement, the first collective housing project of the Early Republican period, was built between 1944 and 1946 to house bureaucrats and soldiers. It was designed by Paul Bonatz with construction by Estate Construction Company according to new housing regulations legislated to solve the settling problem of Ankara. The project was based on the ideas of “Garden-City” and “Siedlung” of the 1920s and included adjacent blocks comprising 642 apartments, as well as social buildings, schools, shops and open-air spaces. At the time the settlement encouraged discussions on “National Architecture” because of characteristics that resembled aspects of the “Traditional Turkish House.” In 2012 the Saraçoğlu Settlement became a topic of debate again as rumors spread about its impending demolition. In 2013 the settlement’s status as a protected area was cancelled and the case “Project of Saving the Namık Kemal Neighbourhood” was assigned to the Municipality of Environment and Urban Development. Saraçoğlu Mahallesi, Ankara Cumhuriyet’in ilk toplu konut projesi olan Saraçoğlu Mahallesi, Ankara’daki konut sıkıntısını çözme amacıyla çıkarılan Memur Mesken Yasası uyarınca 1944-1946 yıllarında inşa edildi. Konumu, 1928 tarihli Jansen planında öngörülen mahallenin yerleşim planı ve mimarisi Paul Bonatz tarafından yapıldı, uygulamaları Emlak Yapı Şirketi tarafından gerçekleştirildi. “Bahçe Şehir” kavramını esas alan 1920’lerin “Siedlung” anlayışının uygulandığı projede, 642 konuttan oluşan bitişik nizamdaki apartman bloklarının yanı sıra sosyal amaçlı yapılar, okullar ve dükkânlar ile dinlence ve oyun alanları yer aldı. Yapıldığı dönemde “Millî Mimari” tartışmalarını ön plana çıkaran mahalle, konutların dış biçimlenmesindeki “Geleneksel Türk Evi” özellikleriyle dikkat çekicidir. Bürokratlar ve askerlerin ikameti için tasarlanan Saraçoğlu Mahallesi, 2012’de yıkılma söylentileriyle gündeme geldi. “Namık Kemal Mahallesi’ni Kurtarma Projesi”ne dâhil edilerek dönüştürülmesi planlanan mahalle, 2013’te Bakanlar Kurulu kararıyla SİT alanı statüsünden çıkarılarak Çevre ve Şehircilik Bakanlığı’na devredildi. Ancak Mimarlar Odası Ankara Şubesi’nin yıkıma karşı çıkmasıyla bir tartışma süreci başladı. Önce “Kent Düşleri” yarışma projesi, sonra da Ankaralılar’ın katılımıyla akıbetine karar verilmesi planlanan mahalle, 2013’te alınan kararla Mimarlar Odası Ankara Şubesi’nin yetkisine devredildi.
