OTHER ACTIVITIES 77 pass through the narrow Straits of Otranto, be-tween the heel of Italy and the Island of Corfu.These Straits were very narrow, and presented thesame anti-submarine tactical opportunities as theDover Straits. The anti-submarine campaign in 1917 In the Med-iterranean was being handled by the Navies of fournations; England, France, Italy, and Japan. Thearrival of the U. S. ships at Gibraltar Introduced afifth combatant. The American vessels worked inunison with the British vessels at Gibraltar, butother than this there was little cooperation. TheAllied Naval Council eventually placed the BritishAdmiral at Malta In command of all operations,after much effort and success had been lost throughthe lack of unity of command.
