OFFICERS OF COTTAGE ROW GOVERNMENT checks. If he wishes to buy anythingor to pay out money for any purpose,he draws his check as any other busi-ness man would do. Mock deeds ofthe cottage lots are given to the pro-prietors. The plan seemed to workso favorably that in 1893 the superin-tendent of the school issued the fol-lowing proclamation: PROCLAMATION.To the inhabitants of Thompsons Island:The playground settlement shall beknown as Cottage Row. IN FRONT OF CITY HALL, JANUARY, 1899. janitor for the Cottage Row Hall and ClubHouse, and a director for the Natural His-tory room. The property owners shall respect andobey their superiors in said government,but when circumstances warrant may ap-peal to the officer in charge, or to the Su-perintendent as in other matters. CHARLES H. BRADLEY, Superintendent. An election of officers followed theissuing of the proclamation, and notlong afterwards a City Hall, six feetby ten, was built, to accommodate the 200 A GOVERNMENT OF BOYS.

.-.j- newly organized government. Another build-ing, somewhat larger, was erected, and calledAudubon Hall. This is for a home for thenumerous pets which the school possesses, in-cluding a monkey, an Angora goat, pigeons,rabbits and guinea pigs. Three curators areappointed to take care of the animals, underthe direction of the Board of Aldermen. Sincethe organization of the government the offi-cial force has been increased by the additionof a mayor, an assessor, a judge and alibrarian. All of the officers except the judgeare elected, the elections being held once inthree months, on the first Tuesdays of Janu-ary, April, July and October. A caucus isheld one week previous to the election. Theballots used are printed in the schools print-ing office, by the boys, and resemble as nearlyas possible those prescribed by the Australiansystem. The judge holds office during goodbehavior, or as long as he is at the school.There has never yet been an instance of ajudge having been removed from off
