Ho named Ship Island,located off tbo Mississippi const, between LukeBorgno and Mobile Bay, and his suggestion wasadopted, as Ship Island proved to be within strik-ing distance of every important locality of tboGulf of Mexico. In the mouth of December, 1S61, General J.TV. Phelps was sent to the island in the steam-ship Constitution, with the advance of Butlerstroops, which wore duly landed. The Constitutionthen returned to embark the remainder, and hadalready taken 2,01(0 more men, who were to honccoriij-aiiicd by General Butler himself, when thelatter received a Government message directinghim to disembark the men,
