He has the custody of the greatseal of the United States, and affixes it to all statepapers. He is also the custodian of the treatiesmade with foreign states, and of the laws of theUnited States. Further, he grants and issues pass-ports, and exequaturs to foreign consuls in theUnited States must pass through his office. Hepublishes the laws and resolutions of Congress,amendments to the Constitution, and proclamationsdeclaring the admission of new States, and he pre-pares certain annual reports to Congress, containingthe commercial information which has been collectedby consuls and other diplomatic agents. The Chief Clerk has the care ofall the clerks and employes of the department. Ofthe six bureaus, it is the duty of the Bureau ofIndexes and ArcJiives to register and index daily thecorrespondence of the Department, to preserve thearchives, and to be ready to produce at demand anyletter or state paper that may be called for.
