Our government announced from the firstthat its intent was to civilize the Filipinos and train them for self-government.When they had established their fitness to take care of themselves they wouldbe given complete independence. This education of the Filipinos has sincegone patiently onwards. Mr. Taft, afterward President of our country, wassent out as governor of the islands in 1903. A government, partly by Filipinoswas established. In 1907 the natives were allowed to elect an Assembly oftheir own, and this exercises more and more power with each passing year,though the chief authority still remains with a governor appointed from theUnited States. In 1913 this important post was given to Mr. FrancisHarrison.
