The matter was all settled, and Turkey had accepted these terms, when once more the diplomats of Europe began to meddle. It will be remembered that Russia three years before ^^ *; The powers had prevented a second war against France interveneplanned by Bismarck. It was very easyfor him to persuade Austria and England thatif Russia were allowed to cripple Turkey andset up three new kingdoms which would beunder her control, she would speedily becomethe strongest nation in Europe. The balanceof power would be disturbed. England andAustria sided with Germany, and a meeting ofstatesmen and diplomats was called at Berlinin 1878 to decide once more what should be themap of Europe. Representatives were presentfrom all the leading European countries. EvenTurkey had two men at the meeting, but thethree men who really controlled were Bismarck,Count Andrassy
