English: Washington D.C. (Sept. 24, 2003) -- Gen. Richard Myers, the Chairman of the Joint Chiefs of Staff, testifies before the U.S. Senate Appropriations Committee on Capitol Hill. In addition to Myers, Secretary of Defense, Donald H. Rumsfeld, and Gen.
