Rugg uses a baton to defend himself from Aviation Electrician's Mate 2nd Class Michael Piechowski after being sprayed with Oleoresin Capsicum (OC) during a force protection non-lethal weapons course aboard the guided-missile cruiser USS Vella Gulf (CG 72). The course is a component of the security reactionary force-basic (SRF-B) course. Vella Gulf is deployed as part of the Iwo Jima Expeditionary Strike Group supporting maritime security operations in the U.S. 5th Fleet area of responsibility.
