March, 1889. Previous to this he had become an active worker In the Church of Jesus Christof Latter-day Saints, which he joined when quite young. In 1877 he was chosenbishops counselor at Three Mile Creek and served in that position until 1890. Duringthat period he was for ten years Sunday school superintendent and in 1890 was mad-jhigh counselor of the Boxelder stake of Zion. On the 29th of June, 1S95, be startedto England as missionary for the church and there remained for two years, returnin,;in August, 1897, having presided over the Welsh conference for twenty months. Hislife has been one of intense and intelligently directed activity, touching many of thegeneral Interests of society and in many ways promoting public welfare. In 1888 hewas elected a director of the Deseret Agricultural and Manufacturing Society and in1890 popular suffrage placed him in the position of county clerk. In 1892 hewas chairman of the committee on education in the upper house of the territoriallegislature and reported favorably on a bill for free public schools, recommending itspassage. This bill retained all the important provisions of the act of 1890 and madeimportant additions thereto. The bill passed both houses, receiving the governorssignature and constituting the foundation of Utahs present excellent school system.In the year in which he was chosen a member of the state legislature Judge Peterswas also elected mayor of Brigham and the efficiency with which he administeredmunicipal affairs was Indicated by his reelection in 1893. He left the Impress of hisindividuality and ability upon the state constitution while serving as a delegate to theconstitutional convention in 1895.
