Derived from "billy goat," Bill the Goat is a totally imaginary symbol of the United States Naval Academy, to be invoked only on occasions of levity, especially in the context of sports. It is objectified in a variety of ways. A herd of goats is kept at the Naval Academy Farm (used for food provisioning) one of which is designated as official mascot and is given a title as though of royalty. He often appears at games. More common is a midshipman mountebank dressed in an anthropomorphic costume. He has liberties comparable to the mediaeval court jester, although politically somewhat more restricted. Still a third use is as a theme in song and story. The best example is a certain formerly ribald and vulgar ditty now sung in phrases that have been made gender-neutral, such as "The goat is old and gnarly ...."
