中文：该作品属于中华人民共和国著作权法第五条第一项中的国家机关的决议、决定、命令，参见你不知道的太原市徽：“1985年3月5日，经太原市政府常务会议讨论决定采用由李夜冰带领的小组设计的一号图案。经适当修饰后提交太原市人大常委会审议通过后，报省人大常委会批准。1985年4月15日，山西省人大常委会批准了太原市第七届人民代表大会第十八次会议通过的太原市徽图案及其制作、使用办法”和省人大批准太原市市徽设计方案。因此，该作品属于公有领域。
