日本語: 杉原千畝の戸籍の出生についての記載。千畝の戸籍に記された「受附入籍」の四文字こそ千畝の父好水が息子千畝が明治33年1月1日に千畝は1900年(明治33年)に武儀郡上知有町890戸で出生をし、同年1月7日に父杉原好水が戸籍の保管場所である八百津町役場に届け出し事実を表わしている。なお明治31年以前の戸籍法は「現住所主義」を採用。① 明治5年戸籍と明治19年戸籍は徴税や徴兵のために作成されていたもので、「現住所主義」が採用されていた。② すなわち、現住所/出生地で届出を済ませればそれで入籍完了で、当時は現住所/出生地と本籍地の区別が存在しなかった。明治31年戸籍法により「本籍主義」が採用。① 明治31年に民法が制定され、これを契機に戸籍の厳密化が図られて「本籍主義」が採用されることになった。② すなわち、出生届は「出生地又ハ父母ノ本籍地若クハ寄留地」(69条)に届け出ると明記され、「本籍地外ノ届出ハ正副二本ノ届書」(53条)を提出しなければならないと手続き上も厳密化が図られた。③ ここに、法律上「本籍地」と「現住所」及び「出生地」の概念が明確に区別されるようになった。 English: Chiune Sugihara's birth Registry, indicating his birthplace as Kozuchi Town, Mugi District, nowadays known as Mino City in Gifu Prefecture. |
