Description
中文：駐緬甸代表處李朝成大使偕僑務組張文華組長及經濟組陳伯彰組長，於6月2日應緬甸達新公司陳進學總經理邀請，參訪該公司位於仰光三井工業區的廠房，除瞭解其營運現況，並就緬甸近期匯市管制措施的相關影響交換意見。

陳總經理介紹，緬甸達新公司於1999年即設立，是達新集團海外最大的生產基地，目前有產線44條，員工約1,800人，主要生產雨衣與成衣，外銷歐洲與日本等地。由於緬甸勞工成本相對較低、穩定性頗高，有利勞力密集產業發展，加上享有歐美的零關稅優惠，近年緬甸來料加工成衣業發展快速，產業僱佣勞工近60萬人，對緬GDP、出口及就業均頗具貢獻。惟近期因全球疫情與緬甸政局的紛擾，先後衍生出國際海運延遲、歐洲訂單不穩定、電力供應成本大增等問題，至緬甸央行於4月間提出的出口外匯所得強制兌換措施，因達新公司列屬緬甸投資委員會(MIC)核定投資之豁免類別，並未受影響。另稍早歐洲品牌訂單已陸續回歸，因此緬甸成衣產業可望走穩。長期而言，陳總經理評估緬甸的整體投資環境仍具相當競爭力，倘緬甸政情能持穩，仍看好後續在緬發展的潛力與前景。(有關該公司的詳細資料，請參考http://www.tahhsin.com.tw/zh-TW/index.html。)
李大使提到，近期亦接獲部份在緬投資的台商反應，因斷電問題，工廠須長時間使用自有發電機設備供電，造成設備的耗損，加上汽柴油料價格飆升與短缺，已使營運的成本增加不少，故供電問題確實已是外商在短期內來緬投資時，須納入成本考量的重點之一。代表處除持續實地拜會在緬台商朋友，交換並彙整第一線業者的寶貴經驗與看法，供已在緬及擬來緬投資的我商參考，並隨時提醒我商有關緬甸政府新的重要經貿相關措施與訊息，及提供可能的協助，盼有助提升緬甸投資環境的透明度。
