馬英九總統上午頒授監察院前院長王作榮「一等卿雲勳章」，以表彰渠長期以來對國家社會的傑出貢獻。
授勳典禮上午10時20分於總統府舉行，包括王前院長兒子王念祖及女兒王梅君等親屬，以及總統府秘書長楊進添、立法委員李桐豪、監察委員李復甸、趙榮耀、趙昌平、葉耀鵬、監察院副秘書長許海泉、考選部次長曾慧敏及總統府第三局局長張國葆等人均在場觀禮。
贈勳儀式在禮官宣讀勳章證書後，由總統親為王前院長佩掛勳章；授勳後，總統向受勳人握手致賀並合影；隨後，由王前院長兒子王念祖代表致詞。
王念祖表示，今日獲蒙總統頒贈勳章，係渠父一生中最大的榮譽，對於王前院長先前服務單位考試院及監察院等所有同仁的支持與愛護，渠亦表達感謝之意。

對於渠父離開政府已15年，今日尚能得獲總統頒贈象徵最高榮耀的勳章，王念祖說，父親雖已無法言語，但心中必定充滿感激與安慰。
