Seventy-five years ago, a British delegation under the leadership of Sir Henry Tizard, came to Washington D.C., and met with Rear Adm. Harold Bowen, who later became the first chief of naval research, and a team of scientists at the Naval Research Laboratory, to put in motion this warfighting advancement that changed the course of the War.
