Description Portland Mayor Ted Wheeler, presents the city’s flag to U.S. Navy Capt. Jeremy R. Hill, commanding officer of the USS Portland (LPD 27) during the ship’s commissioning ceremony in Portland, Oregon. The USS Portland is the 11th San Antonio class amphibious transport ship and is the second ship to honor the City of Portland, Oregon, and is the third U.S. Navy ship to bear the name Portland.
