Description 330-PSA-141-60 (USN 710766): U.S. Navy Transfers Floating Drydock to Columbian Navy. Rear Admiral H.M. Briggs, USN, Director of Pan American affairs, signs an agreement leasing a floating drydock to the Columbian Navy while his Excellency Dr. Carlos Sanz de Santamaria, Ambassador of Colombia, (right), waits to sign. Watching the ceremonies is Captain Luis M. Riveira, ARC, and Columbian Naval Attache. The drydock, (ARD 28), will be located at the Colombian Naval Base at Cartagena. It is capable of docking ships with 3,000 tons, August 5, 1960. (9/9/2015).
