| Description | 330-PSA-239-60 (USN 1050348): Rear Admiral Harold M. Briggs, USN, Director, Pan American Affairs Division, signs the Lease Agreement for the U.S. Navy while Captain Jorge J.A. Palma, ARA, Argentine Naval Attache (left) waits to sign. Commander Louis G. Soliris, USN, Head, Pan American Liaison Branch watches the agreement exchange. Master Caption: U.S. Navy Signs Lease Agreements with South American Navies. Representatives of three South American Navies signed agreements leasing communications equipment from the U.S. Navy, October 4, 1960. The equipment will allow communications between ships of the three navies and the U.S. Navy. The equipment was made available at the suggestion of Admiral Arleigh A. Burke, USN, Chief of Naval Operations, following the second Inter-American Naval Conference in Key West, Florida, last June. The increased efficiency in communications will provide greater operational unity between the South American Navies and the U.S. Navy in Joint Exercises under Mutual Defense Commitments.
