Description
English: Bud Uanna was the Acting Chairman of the National Security Councils Special Committee on Technical Surveillance Countermeasures - NCS 5618. It's members were the heads or deputies of the Army, Navy, Air Force and Marine Intelligence, the FBI, the CIA, the NSA, and the AEC.

This letter to CIA Director Allen W. Dulles is inquiring if instructions have been issued to CIA personnel to comply with the requirements of NSC 5618. NSC 5618 met in Room 519 at State Department Annex Eleven - 515 22nd Street, N.W. Washington DC. A photo of Bud Uanna and State Department Evaluations Chief Otto Otepka in front of Annex Eleven is on Category:Bud Uanna. Many people do not realize that the CIA operated under the National Security Council, especially when covert actions were concerned. Dulles was bound to respond to this letter. As David Talbot's recent book The Devils Chessboard and L. Fletcher Prouty's The Secret Team make clear, Dulles was not used to being asked questions. One and one half years later Uanna and his family were on their way to Addis Ababa, Ethiopia where he would die, on the grounds of the American Embassy, on December 22, 1961.
