Nederlands: Negatief. Bij volkstellingen is vaak het criterium voor steden dat ze tenminste 20.000 inwoners tellen. Passen we dat toe op de Molukken in de koloniale periode, dan was er geen stad te vinden. De volkstelling van 1920 omzeilde het probleem door te spreken van 'kotta's' (kota was het Maleise woord voor stedelijke vestiging). Dat er in de Molukken geen steden van enige omvang waren in de laat-koloniale periode is niet vreemd: de eilanden hadden niet veel inwoners en er viel commercieel niet veel te beleven. Het stadje Ternate was de hoofdplaats van de Residentie Ternate en Onderhorigheden en telde ruim 6.500 inwoners in 1920. De aanwezigheid van een fort deed de plaats er ook als een stadje uitzien. (P.
