Nederlands: Negatief. Met de beëindiging van het conflict in Atjeh was in feite het koloniaal gezag op heel Sumatra gevestigd. Een aantal gebieden bleef, net als de Vorstenlanden op Java, onder eigen vorsten staan. Men sprak buiten Java vaak van 'zelfbesturende landschappen' of 'zelfbestuurders'. Het Gouvernement van Atjeh en Onderhorigheden en het Gouvernement van de Oostkust van Sumatra bestonden bijna helemaal uit dit soort inheemse rijkjes. Dit gebied besloeg iets minder dan de helft van Sumatra. De rest van het eiland was, weer net als Java, opgedeeld in Residenties, met een Resident als 'hoofd van het gewestelijk bestuur', zoals dat officieel heette.
