Item 7306, Water Department Photographic Negatives (Record Series 8200-13 ), Seattle Municipal Archives.

English: Cedar River Pipeline No. 1 under construction, showing joints being caulked and painted. It looks like the man here is removing old caulk. He can't be riveting, because that would require that someone be inside the pipe, which doesn't look logistically possible.
