A view of City of Columbus staff involved in selecting names for the first Urban Homesteading Lottery. The event took place inside the Columbus City Council chambers at City Hall. The lottery program was begun in 1975 by the Department of Development for a way to rehabilitate inner city neighborhoods. Lottery winners were sold a house for $1. In return, they agreed to rehabilitate the homes and live in them for at least four years before gaining a clear property title. The houses were purchased by the city from the United States Department of Housing and Urban Development.
