This is one of seven ephemeral waterfalls observed during and after a rainstorm in eastern Utah in the early afternoon of 11 May 2014. Six of them (for example, see above) cascaded over cliffs of Navajo Sandstone (Lower Jurassic). They drained directly into the Colorado River. The cliff at the middle of this shot is not natural - the vertical grooves are blast holes made during road construction.
