Photo is a 1900 copy published in the Times History of an original likely taken in 1883 or 1884. Photographers Joseph John Elliott (14 October 1835 – 30 March 1903) and Clarence Edmund Fry (1840 – 12 April 1897) have both been dead for more than 70 years. Many other photos from the same photographers have already been uploaded to Wikimedia Commons. Given these facts the photo is definitely in the public domain.
