Прямоугольное полотнище с отношением ширины к длине 2:3, состоящее из трёх горизонтальных полос, ширины которых соотносятся как 1:5:2, синего (голубого), зелёного и белого цветов; в центре зелёной полосы — орёл с распростёртыми крыльями выполненный белым и чёрным цветом; в центре белой полосы между чёрных квадратов ветка дуба из трёх листьев и двух жёлудей между листьев.
