«Флаг муниципального образования представляет собой прямоугольное полотнище с отношением ширины к длине 2:3, на всю поверхность которого распространена композиция из герба муниципального образования с заменой геральдических золота, серебра и лазури соответственно жёлтым, белым и голубым цветами».

Описание герба: «В лазоревом поле на выщербленной и выщербленно же пересечённой серебряной и лазоревой оконечности — зелёная островерхая гора с заснеженной серебром вершиной, сопровождаемая сверху во главе щита золотым знаком соёмбо (в виде безанта над полумесяцем и под пламенем о трёх язычках) и обременённая золотым двухъярусным буддистским храмом (дуганом) промеж двух золотых резных коновязей (сэргэ)».
