«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее фигуры из герба Бай-Тайгинского кожууна, выполненные зелёным, синим и белым цветом».

Описание герба: «В лазоревом поле — высокая зелёная гора о двух вершинах, каждая с тремя видимыми языками серебряного ледника, правая из которых пологая и выше, а левая остроконечная; под вершинами — женщина, также серебряная, в праздничном тувинском убранстве, включающем остроконечную шапку с отворотом и лентами, подпоясанный халат и сапоги, едущая верхом на идущем серебряном коне с головой, увенчанной рогами оленя; сбруя коня — так же серебряная».
