«Прямоугольное полотнище с отношением ширины к длине 2:3, с использованием элементов композиции герба Истоминского сельского поселения в красном, синем, черном, жёлтом, белом и зелёном цветах».

Описание герба: «В красном щите с возникающим чёрным орлом в золотой главе и выходящим в основании золотым зубчатым колесом о четырёх косвенно обращённых спицах в оконечности, зелёный столб, тонко отбитый серебром и обременённый золотым пшеничным колосом, и сопровождаемый по сторонам двумя золотыми цветками подсолнуха в столб».
