«Прямоугольное двухстороннее полотнище с отношением ширины к длине 2:3, воспроизводящее фигуры герба Орликовского сельского поселения, выполненные белым, жёлтым, синим, зелёным и чёрным цветом».

Описание герба: «В зелёном поле между чёрной вырезанной главой, образующей вершину тройной горы, и зелёной оконечностью, поверх края которой показаны семь золотых снопов (четыре и три: чётные понижены относительно нечётных) — серебряный орёл, летящий вправо с распростёртыми крыльями, имеющий золотые клюв и лапы и держащий в когтях серебряный свиток в перевязь».
