This photo was taken at Washington, D.C. Feb. 1906. [from the caption]: The names appear on the back. This was a Commission to Washington, sent by the Commercial bodies of Hawaii, to try to secure from Congress an appropriation of 75% of the customs and internal revenues from Hawaii, as recommended by President Roosevelt in his message to Congress, at the suggestion of Governor George R. Carter, to be set aside as a special fund for 20 years to be expended in Hawaii for Territorial and Federal purposes. Delegates Geo W Smith, E A McInerny, W O Smith, M P Robinson, and J R Galt, were selected from the Chamber of Commerce and Merchants Association of Honolulu, in joint conference. A B Loebenstein, from Hawaii, was selected by the Hilo Board of Trade. Ch Case, from Maui, was selected by a mass meeting at Wailuku. The delegates sailed from Honolulu on the S S Mongolia, Saturday, Jan. 20, 1906, arriving in Washington DC Sunday, February 4, 1906, where they were joined by Prince J K Kalanianaole, Delegate to Congress from Hawaii, and his Secretary, Geo B McClellan. The delegation was in Washington until Feb 24, 1906. Although the President and a great majority of the Congressmen favored this appropriation, it failed to go through on account of the opposition of Jos. Cannon, then Speaker of the House, whose opposition was based on his contention that it was special legislation which if applied to Hawaii would create a demand for further special legislation on the part of the different states. The photograph was taken in Washington DC between the above dates mentioned, but on just what date is not recalled by the writer. JRG:LK. Yours, J. R. Galt [signed]
