Description
English: Howard Ward was the first City Manager of Nassau Bay

I liked Howard. I thought he did an outstanding job. But he didn't like me. I was the political editor of the local newsletter, and he didn't like the way I reported City Council meetings. Occasionally my reports, though accurate, stung the mayor and sometimes a council member.
