ארגון שלוה, הוקם לפני כשלושה עשורים על ידי קלמן סמואלס ואשתו מלכי, כאשר בנם, יוסי סמואלס, שאיבד את מאור עיניו, את היכולת לשמוע ואת כושר התנועה העצמאי הצליח ללמוד לתקשר עם סביבתו. הארגון שם לו למטרה לטפל בילדים נוספים עם מוגבלויות שונות, לשלבם בחברה ולסייע לבני משפחותיהם בהתמודדות עם המורכבויות הכרוכות בגידולם.
אביו של הנשיא, הנשיא השישי חיים הרצוג, נפגש לפני כשלושים שנה עם יוסי סמואלס, בנם של מייסדי שלוה והצטלם עמו. במפגש העניק יוסי לנשיא את התמונה שצולמה אז.
