-Nonius Datus La célèbre inscription gravée sur un cippe hexagonal est une dédicace du gouverneur de Mauritanie Césarienne. Dans des correspondances au Légat de Numidie, il demande au nom de la ville de Saldae et de ses habitants, qu'on lui envoie le Librator (Ingénieur militaire) Nonius Datus, Vétéran de la 3ème Légion Augusta. En effet, le chantier de l'Aqueduc Toudja - Saldae avait été lancé, mais l'exécution présentait des difficultés. Les constructeurs du tunnel de Lahbel n'avaient pas respecté les plans du Librator. Les équipes chargées de percer le tunnel, parties de chacun des deux bouts de la montagne, ne s'étaient pas rencontrées. Le Librator fit alors des calculs et permit la jonction. C'est en 1896, à la demande de l'ingénieur mathématicien Albert Ribaucour (et du Maire de Bougie) que le cippe à été transféré à Béjaïa pour orner la fontaine symbolisant la grandeur de l'aqueduc. En effet, les ingénieurs Imbert et Roux utilisèrent la même source d'El Aïnser (Toudja) et la même (de Lahbel) de l'aqueduc romain pour pouvoir alimenter la ville de Bejaïa en eau. -Professeur Djamil Aïssani
