Het slaan van munten is het recht van de overheid. Doordat de waarde van de geslagen munt hoger is dan die van het gebruikte edelmetaal, is het slaan van munten een bron van inkomsten. Omstreeks 800 heeft alleen de koning het muntrecht. Hij kan het schenken aan de plaatselijke heersers. Rond 937 krijgt de bisschop van Utrecht van koning Otto I het muntrecht. Dit versterkt de positie van de bisschop als wereldlijk vorst.
