English: A political cartoon depicting the confrontation of Minnie J. Nielson, recently elected Superintendent of Public Instruction, and Neil C. Macdonald, outgoing Superintendent, at the department's office in the North Dakota State Capitol building. Nielson says, "Having been elected superintendent of schools I came to take over the duties of the office." Macdonald, standing in the doorway of the office and blocking Nielson's entry, says, "You are not qualified, my wife and I have decided not to turn this office over until you get an order from the court compelling us to do so."
