הר אפרים היא שמה של שכונה בקדומים. מקורו של השם הוא בשמה של הישיבה אשר חידשה את ישובה של הגבעה. בשנת 2000 התמקמה בגבעה שכונתה אז "קדומים מזרח", ישיבת הר אפרים. "ישיבה קטנה לאומית" אשר הוקמה על-ידי הרב נחום בן יהודה בישוב רבבה . הישיבה התמקמה במבנים נטושים, אשר היו בשימוש המרכז האוניברסיטאי אריאל בשומרון - אז מכללת אריאל למטרת מגורי סטודנטים. במקום גם הוקם מבנה אבן, אשר נועד לכיתות לימוד לתלמידי מכללת אריאל. השכונה הייתה ראשית דרכה של "המכללה", אשר הוקמה כמסגרת להשכלת מבוגרים בקדומים בשנת 1982.

היום, הקרוואנים של מכללת אריאל והישיבה לשעבר, משמשים למגורים לתושבי קדומים. רוב הקרוואנים שהיו בשכונה הוצאו ממנה ונותרו בשטח העמודים אשר שימשו ליסודות - מראה לא מרנין במיוחד. תושבי השכונה מקבלים את רוב השרותים מקדומים רבתי. בשכונה הסמוכה מצפה ישי קיימים: מעון, גן ילדים ומקווה . אין תחבורה ציבורית לשכונה. הכניסה לשכונה נעולה ונפתחת רק לאחר אישור מראש אצל קצין הבטחון בקדומים. חלק מהשכונה משמש בסיס צבאי.

בעבר הונחה בשכונה אבן פינה לישיבת בני חיל השוכנת היום בקדומים.

במורד המערבי של השכונה שתי חממות לגידול חממות.
