Description
English: In the final four lines of these instructions, the three regiments of the 25th Infantry Division are told by the division's commanding general ("CG"), Maj. Gen. William B. Kean, to consider "as enemy" any civilians in the combat zone and to "take drastic action" to stop their movements. A day earlier, the large-scale klling of South Korean refugees began at No Gun Ri at the hands of the neighboring 1st Cavalry Division. The existence of this and many similar documents showing a policy and practice of indiscriminate civilian killings was not disclosed in the Pentagon's 2001 No Gun Ri investigative report.
