Description Phoenix Art Gallery (Wellesley House), 10–14 Waterloo Place, Brighton, City of Brighton and Hove, England. Built in 1970 as Wellesley House, an office block, replacing 12 of the 14 early-19th-century terraced houses of Waterloo Place (this has been described as "[s]urely one of the most lamentable planning decisions in the town" Tim Carder (1990), The Encyclopaedia of Brighton, §189).
